Consider this the words of one voter, were your offer to go to
referendum.

I am not entirely sure if you joined the priesthood because you failed
math, or if you have led such a life filled with misery and despair as
to think that 5 million gold is actually a number worthy of gracing an
offer such as yours. I would ask you to rethink your offer and logically
recalculate the price of the Jewel of the East.

Without sitting down with a pad or a map of the city myself, I can still
clearly see that anything less than 200 times what you offered is
laughable. Perhaps you haven't clearly thought it out, or perhaps you
thought noone else would. I would however like to remind you the city is
well over 200 rooms, located in a wonderful climate and situated near
the sea.

Ethical and political arguments aside completely (those can be dealt
with if a reasonable offer is ever made) I would say financially your
offer falls far short of anything that could even turn heads. Go dig in
the cookie jar a little deeper.
