You may know me, for I am the Grand Inquisitor of Djeir, Serkhat. I come
before you all now to announce what you'd best pay attention to.

The Undercity of Djeir has been formalized as a true city worshipping
the glory of the Dark Lady. We will no longer stand for those who'd come
about our people, mercilessly butchering them without expecting
retribution. From now on, you will be labeled enemies and killed on
sight. Ignorance is not an excuse.

This also means that we will no longer tolerate spies pretending to aid
us, then working against us in the shadows. You who serve the Light and
the Wilderness and all that preachy goodness - stay out of my city. We
may tolerate you, but we will not aid you, so do not even waste your
time.

However, for those of you intelligent enough to support the Lady and
remain beneath the whims of the Djeirani government while staying within
our city, you are still welcome, as ever.
