To the elected seniors of the Council of Duiran,

I have come to the understanding that members of your organization have
been destroying shrines of Haern within your council. Expecting the
best, I'll assume it's all one big misunderstanding, one not a matter of
the state, and give the following peaceful conditions to be met by the
end of the year:

(*) The Council of Duiran will allow and assist in raising the destroyed
Shrines in the same places they were destroyed.

(*) The Council of Duiran will exile the perpetrator of this offense and
his or her conspirators from the Council's lands, and if applicable, the
Council proper.

They will be readmitted at a later time upon joint decision of the
Council of Duiran and the representatives of Haern, the Hunter.

If the following terms are refused, or are not met by the passing of the
year, a declaration of agressive encouragement between the Council of
Duiran and the Order of Terror will ensue, with the conditional
surrender being that of the above conditions met.

If time persists and action has not been taken to meet these demands,
unexpected and uncontrolled harm will occur to your people and to your
lands, to your friends and your family, to all you hold dear.

If time persists, you will learn Fear.
