I would like to politely remind everyone that Osai does not speak for
the Enorian council nor the city of Enorian and thus his views and
claims are skewed.

Magi are welcome in Enorian, however, as our laws dictate Spireans are
not offered law-protected guest status. As this law has been for many
years along with necromancers, the Atabahi and the like. Again: This law
does not dictate those welcome/unwelcome in Enorian.
