The Ruling Council of Ashtan, principal City of the Misty Isles, in
accordance with the will of its Citizens as expressed in a Special
Referendum, issues the following Proclamation to all inhabitants of
Sapience:

NO Consanguine, Undead, Atabahi, Necromancers, Servants of Artifice, or
their allies are permitted within the Domain of Ashtan. They are
outlaws, due to their standing as enemies of Balance, enjoy no
protection under the law, and are under order to be removed or slain on
sight, and shall be immediately enemied if caught within the Domain.
This status may be lifted if the individual rectifies their status by
being Cured or taking up a new profession.

This is effective immediately.
