Guild policy was set in place shortly after Mersalis was found unfit for
the Infernal Guild. In this policy, it is stated that all rogue
Infernals will be hunted until they lose class. Mersalis was fully
informed of this when it was set in place, and has hidden in the city of
Ashtan until recently to avoid punishment.

I killed him four times in Tasur'ke this day, because of his use of
Soulcage. I required his head, to pike at the Citadel gates. This will
continue, either by myself or by others of the Guild able to kill him.

Always before he had the option of swearing off Infernal skills, or
working a compromise with whatever current Guildmaster the Infernals
have. Now, because of Zephy's compassion, he can now avoid both by
paying a yearly fine for a halt to his hunt.

Of his three options, one will likely never be taken, another is
unlikely as he seems to be unable to part with his gold, and the third
he never considered. It is his choice, in the face of this ultimatum,
whether he wants to deal with us or die. As it has always been.
