Ashtan. Enemies and New Citizens

To whom it may concern,

Ashtan, the City Reborn has been through a rough time lately due to
unrest regarding the near destruction of the Globe of Balance, the
purging of the Undead from the City and the Return of the Bahkatu. Many
changes were made to the Government and transition has been hard. Laws
have been changed, people have been enemied, un-enemied, re-enemied and
so on. Therefore, the Government of Ashtan has taken the decision to
offer pardons to most of the former enemies of the Misty Isles.

If you are an enemy of the City-State of Ashtan for whatever reason and
are -not- one of the permanent enemies, your crimes will be forgiven
upon the payment of a 5000 gold sovereigns fine to the City. The fine is
the same for all, regardless of crime commited, and is a one-time
pardon. The individual's criminal record is wiped clean, but future
offences will be punished according to our Laws. Speak to one of the
officials to pay the fine. Preferably the Overseer or one of the
Archons. People who will -not- receive pardons, namely the Permanent
Enemies are the following: Adia, Aquifn, Artdox, Bouffer, Conner,
Daelar, Eumaeus, Ikne, Jianmin, Kari, Mephiston, Povox, Sigfried and
Strung.

Secondly, the City-State of Ashtan would like to issue an official call
for citizens. We are looking for people who wish to uphold Balance,
people interested in Culture, Art, Trade, Progress and so on. Those
seeking to become Citizens of the Misty Isles should contact the
Overseer, one of the Archons, the Ambassador or one of his Aides. People
who will -not- be considered for Citizenship are the Undead, Consanguine
or not (due to the recent discovery that their presence near the Globe
harms it) and those who practice Necromancy (due to the fact that half
of the City is composed of forests, wild areas and Groves).

Thirdly, the City-State of Ashtan would like to clarify the matter of
the Undead and Necromancers described above. While they are not banned
from the City, they should make their business within the borders short.
Furthermore, the Undead are not to linger near the Globe of Balance,
just as the Necromancers are not to enter the areas of the City that
belong to Nature.
