The Ruling Council of Enorian has ratified the Constitution of Enorian,
and approved by an overwhelming citizen vote, the following change to
our laws:

G. Sanctuary

Citizens may take refuge in the City at all times, except after assaults
started by themselves. This will take effect during a twelfth of an
Aetolian day (5 minutes) after the assault. In times of war, this does
not apply, nor does it apply on assaults against city enemies.

Sanctuary is not and will not be granted to those non-citizens who have
provably engaged in aggressive actions shortly before entering the
Enorian city limits. This will take effect for three twelfths of an
Aetolian day (15 minutes) after the aggressor's action.
