If Bloodloch has already won, why do I not see a Minister of Occupation?

Bloodloch surrendered and that is what enabled us to enact certain laws.
Enorian will not surrender, and you would be wise to learn what scope a
Minister of Occupation can actually do - you cannot cast out, you cannot
enemy, and you cannot force a city to hand over lands.

You can take money and commodities from within the city for a period of
two years, at which point you will be removed and Enorian will be given
her sovereignty back. You cannot citizen your own people and you have to
appoint existing citizens as Viziers.

I have no delusions about the outcome of this war - but I will continue
to fight until we are occupied. It is my duty and my way. No citizen of
Enorian will slay another at your command, nor will they allow you feed
off of them. You intimidated one novice into attacking another and you
claim that they are bowing to you? Your propaganda is good, but not that
good.

As for the comments about Sotere - you yourself said you wanted peace,
but before Enorian's council had a chance to sit down and negotiate, you
started a war without your own council's permission.

Bloodlust, plain and simple.

And no, I'm not going to challenge you to a duel. Why? I don't have the
patience to spend hours chasing you around the realm when you keep
mistforming and earthmelding to escape the duel like the coward you
truly are at heart.
