To get to the point.

I will agree with you that things are not the Imperium's fault per say,
but the Imperium did claim to be in existence to solve problems it has
been unable to solve due to a lack of military strength.

The problem is that when a vampire wants to be free of the Imperium,
they simply move to Ashtan or Spinesreach. There, they are protected by
the laws of their new city, and the Imperium lacks the political sway to
do anything about it outside of Bloodloch. Bloodloch lacks the military
and political sway to control the consanguine in other cities as well.

I think a possible solution is to fund the creation of two "new"
Imperiums, one for Ashtan and one for Spinesreach, and let the
consanguine there administer themselves. Once they feel they are in
charge of themselves instead of subordinate to a clan in Bloodloch, I
think they will suddenly start taking the legacies more seriously. While
this would weaken the sway the Imperium claims to have, it would
probably increase actual influence if these independent organizations
follow the same legacies and rules for most cases.

So, if you are a Consanguine citizen of either of these places and are
interested in creating an administrative body for the consanguine of
your city specifically, contact me and you will have the support of
myself and my allies. We will help you to create your own independent
organization so long as it has rules and legacies meant to further the
dignity and productivity of the race, tries to enforce embrace
requirements, and that you will encourage all consanguine of your city
to join it. This is not an attempt to gain power in Ashtan or
Spinesreach, but to help unify the consanguine.
