Sanctuary law compliance.

As you all know, we've long had to deal with the "sanctuary" laws
imposed on us by Enorian these last ten years while Enorian enjoys
reminding us of how they don't have to follow their supposed side of it.
However, the recent breaking of the law with Talinon killing Mahariel
from inside of Enorian gives me an idea.

What makes this situation unique is that the breaking of the sanctuary
law was witnessed by someone who is not a citizen of Enorian or
Bloodloch, as well as admitted to by a resident of Enorian named
Solaris. Though she later claimed not to know of the law at all, that is
obviously false or at least a good indicator of how seriously they take
it considering her standing in the city. Under circumstances like this,
they should have trouble denying it later on as they often do when only
Enorians and Lochans are involved. What we should do then is create a
project that lists and tracks all instances of Enorian not following
their supposed side of their treaty that occurs in front of third
parties. There are apparently still people outside of the two
organizations who think that the laws were at some point or still are
being applied equally, and an organized project that keeps track of the
undeniable lack of this should help greatly even if there is no way to
prove beyond any doubt the countless instances that don't have a third
party nearby.

While I am busy with other duties, I could take on this project if need
be, but I suggest someone else keep track of it as it could be a very
important part of getting a balanced treatment for our city for the
first time in ten or so years.
