Your proposal to the banks of Sapience is a noble one. But lacking in a
few areas.
First of all, your calculation of .3% of 10 million is actually 30,000
gold, not 30 (That was a small oversight, which certainly does not
impact on the general idea). It seems this new plan for the banks is
aimed mostly at the upper class of the world, which poses a small
problem, Particularly for the banks.
The people in the world, and I can certainly not give an accurate
number, who have 10 million gold or more are likely to be the only
people benefiting from this system, as they can earn 20,000 gold off 10
million in one year, then, if it pleases them withdraw 16,000 of it. The
bank has essentially lost 16,000 gold which needs to be earned from
another source.
It would take alot of people withdrawing amounts of money they have not
gained interest on to cover the withdrawal fee to pay that 16,000+ which
is lost every year to any person, or guild with 10 million gold or more
in the bank, and as you put it. There is no reason for them to keep
their gold in a bank, when they have a pack.
As much as I would love to make a little gold on top of what I have. The
banks are in the business of making gold for themselves, not paying rich
people for the privilege of looking at a mound of sparkling metal.
