Let it be known from this day forth the slaying of any protected citizen
of Shallam will result in the immediate enemied status of the
responsible party. This includes Paradise Birds(there are ways other
than killing these beautidul creatures to get the quest items), Shop
merchants (i.e, Deburr), Casino workers and all other citizens of this
nature.

Also as the leader of Jaru has asked the city-state of Shallam to formal
protection as was granted the status of protectorate any persons found
to be harming these citizens will also be immediatly enemied from
Shallam in accordance with Shallamese law.
