Forcing your own laws, values, and philosophy of government on another
unwilling organization is 'oppressive', no matter what those laws,
values, or philosophies are. If Ashtan or another organization would not
willingly adopt a policy, law, etc. without the threat of war, that is
an 'oppressive action'.
