Your strong desire that other cities uphold their laws.

Anyone with a basic grasp of tactics can see the obvious goal behind
Enorian using war and the threat of war to make other cities enforce
their various 'sanctuary' laws to such effect. If a city will not give
up its fighters to you to be killed by your unstoppable shine of
righteousness, then you will attack the city with your armies and force
them out.
In this way you can force those who stand against you to give up before
you even start a war, thus making your later victory that much easier.
Or, you can have the shallow justification you need to make your
mindless underlings bury us under their corpses so that you can still
get the easy kill for yourself.
You've been called out- the game is over. Give up your feeble attempt at
a plan and leave the world in peace, or bring on your armies. Enorian
may be able to force Bloodloch into such a situation, but thinking that
you can get the entire world to do it after Severn raises the question
shows yet again how foolhardy you are.
