Any citizen or law abiding guest may seek sanctuary in Ashtan, if
attacked outside the city. If the attacker pursues, it will be treated
as an attack or murder. Any non-citizen that initiates an attack outside
the City may not seek Ashtan. The person or persons attacked may contact
the Overseer, an Archon, or a member of the Ashtan Security Council.

There will be a fine of 5,000 gold to the city, a fine of 2,000 gold to
each individual that was attacked and fled from, and the attacker will
be enemied for no less than 2 years.

There is a law in effect so that if you have started to fight or attack
someone for any reason, you may -not- enter the city of Ashtan for no
less than one half day after the fight.

No excusses will be tolerated for not knowing of this law, the first two
are stated in HELP LAWS ASHTAN and will be strictly enforced from this
