Polar City-states and the Plague

There has been a chain of events this realm has faced in the past
several years that seem quite strange.
First Ashtan gets flooded. The thugs of the sewers rise, and terrorize
Ashtan. Then after a while, the thugs and the hookers 'reform' and begin
to work for the city's benefit, but it is too late.
Enorian begins to lock up it's walls to Vampires, not allowing them
protection under city law. This is quite comparable to Bloodloch, except
Bloodloch was always this way.
A plague comes, and all the cities seem to be concerned with it.
Spinesreach has begun to clamp down on the plague, rightfully so, doing
it's best to stop it from spreading into the city. I fear, however, that
they will take things further if they fail, namely, enemying all those
who have the plague until they don't have it anymore, or something
similar.
So our situation as a realm is as such: Ashtan is pillaged, Bloodloch is
inaccessible as it always was, Enorian is almost entirely inaccessible
due to their hatred of things Dark (which I'm not judging, just making a
point), and Spinesreach is on the road to becomming inaccessible so that
it does not bear any bitter fruit from this plague.
Cities seem to be unwelcoming to people that are either non-citizens,
plagued, or of certain a certain class. This is more so than before,
take note. Basing this on my instincts, I'd say this is a Divine plan to
polarize denizens of Sapience with their own cities and guilds.
I'm not sure if I'm the only one who's noticed this or not, but I just
wanted to point this out. Any comments are welcome, even if one just
wishes to comment on what a bumbling idiot I am.
