In response to your first point:
They were enemied for failing to comply with the wishes of the Enorian
government. They do reside within our city. And as such, they -are-
subject to basic things, such as not picking a patron that teaches
things that goes against the ideals of Enorian!

In response to your second point:
They have voted to leave. And when they leave, they will all be allied.
Until then, however, they are still considered an Enorian guild standing
in treasonous defiance to the wishes of the Council. And until then,
they will remain enemied.
