Streets of Bloodloch

Hail Sapience,

I would like to inform every Consanguine walking the nights of Sapience
that the city of Bloodloch is now opening it's gates to you. For the
next two years, there will be a temporary hold on the original
citizenship requirements and a lighter set will be applied. After two
years, everything returns to it's normal state.

Consanguine that are not allies or citizens and are seeking citizenship
will tested on the laws and will be required to donate 5,000 gold to the
city account (at the interview). State your reason for wanting
citizenship to the interviewer. If you fail your interview, then you can
request another in 3 months. Failing the interview twice will render no
more tries.

Mortals that have already achieved their class that are seeking
citizenship will want to gain the favor of three or more Overlords,
write a letter about their interest in the city and mail it to myself or
an Overlord. A unanimous or semi-unanimous vote from the council will be
needed for this individual to join the city, this will be done orally
while I am awake, or through a referendum. His or her services are to be
considered as everyone in the city always helps a fellow citizen.
