The results of the referendums on piked heads and undead are in,
convincingly against both. From now on, citizens who pike heads within
Shallam will be citydisfavoured and repeat offenders outcitizened.
Non-citizens who do so will be talked to and most likely enemied.
As far as undead go, they are not allowed in the city, and any which
enter are fair game. Those who bring undead into the city while knowing
the laws will be enemied. Occultists entities aren't, as far as we know,
undead and are allowed in the city as long as they behave themselves.
