Mahn, you choose of your own free will to join the militia. In doing so,
you commited to serve for at least a certain period. Quitting the
militia and leaving the city is an act of treason. Not only should you
not be allowed back in, but you should be made an enemy for the crime of
desertion.

OOC Varian, this is one loophole had hope you were going to fix with
other changes. If people make the decision to join the militia, they
should not be able to get out of it so easily by quitting a city and
then rejoining it. At the very least, someone in the militia who quits a
city should be banned from joining it for a period of time. And
reasonably, that person should be put on the list of enemies of that
city for acts of desertion.
