Aetolians,

We, the Vampire Lords of Bloodloch, are placing an immediate ban on the
use of all necromancy use by the unskilled, mortals of Aetolia. This ban
is placed upon all Infernals and Occultists.

Your feeble attempts to manipulate the magicks surrounding this skill
are rudimentary and hazardous, managing to unbalance the magicks of the
realm at an alarming rate.

Some of you may have the actual talent to use these skills without
causing unbalance, but you must be tested before you can use it. If you
wish to be tested for proper use of this still then you must contact one
of the ruling council of Bloodloch.

Anyone found practicing the art of necromancy, outside of the limits set
by us, the masters of the undead, shall be subject to fines and/or
death. Such punishments will vary, based on the extent of the offence.
