The sewers have always been part of the respective cities (the clue is
in the words "OF SHALLAM"), Alcor's post was merely to ensure nobody
could claim confusion.

As to why the citizens of Shallam need to defend the Sewers because the
Guards wont go there? They obviously have a better Union!

Regarding your comments on whats to stop cities imposing laws outside
their walls...nothing, it is up to the cities to decide where their laws
apply, and who we enemy as penalty, as an example you are enemied to
Bloodloch simply for not being a Bloodloch citizen!
