The Constitution of Shallam, Jewel of the East

Dearest Aetolians,

The scroll, "help laws Shallam," has been altered to reflect the changes
in the city's Constitution. The ruling council of the Jewel would ask
that the citizens of the realm be mindful of these alterations. Thank
