Hence forth, the Mushroom sigil, shall no longer be sold to the public.
If anyone has need to remove something with said sigil, they must
contact a magi. The magi shall charge a removal fee, then use the
mushroom for you to remove whatever it is that needs removed.

For those who do not allow Magi into their areas, this will mean that
you shall have to ally the magi who is to do the removal until the
removal is completed and they have left the area.

This shall ensure that no more sigils are removed that are not supposed
to be. No more city or guild sigils shall be removed without a
conjunctive effort of that city or guild and the magi.
