Just a thought.. but if these thugs are getting stronger and smarter..
perhaps it is time to remove these thugs from your cities, you cast out
enemy and hunt the people who attack others in your markets and
streets.. and yet these people the "thugs" have attacked and killed
people for ages. your city streets are for the most part peaceful and
protected, dozens and dozens of soldiers sit around lazily doing nothing
unless there is an attack.. perhaps some of these troops could be
rotated into cleaning the city of this threat..
