I've had to rewrite Stormhammer/Arcblaze to help deal with some new
targeting routines I'm setting up for mobiles/replicas. Plus a little
extra love.
Stormhammer/Arcblaze changes:

 - Updated the skill to use combat messages.
 - Boosted the base damage slightly for PvP and PvE.
 - Removed additional mana loss from bounces.
 - Slightly reduced willpower cost.
 - You now consume mana and the base equilibrium if you have a
   valid target in the room, regardless if it hits or not.
 - No longer incurs an additional equilibrium loss for trying to
   strike a protected target.
 - Shield no longer throws you off equilibrium, you are just told
   they are shielded.
 - Damage loss is now weighted towards how many targets you choose
   to strike and is spread evenly, rather then a straight halving
   for each consecutive bounce.
 - Damage loss set to 10% reduction for each additional target.
   * Subject to change depending on how it goes.
   * No damage loss against PvE targets.
 - The spell no longer fails if it can't find its first target.
   * It will try to target the next one now.
 - Still a maximum of three targets possible.
