Bounty changes

Hey folks, I have a round of changes to the bounty system as follows:

* Only two people at once can now have registration for a bounty.
* Bounty registrations expire after an hour, i.e. you have to kill the bounty target within an hour.
- However, you can just retake the bounty again after the hour has passed.
* If the bounty target kills you while you have a bounty registered against them, you will lose the registration and cannot ever accept it again for that particular bounty.
- This only happens on a direct kill, an assist won't trigger this.
- This also only counts for a valid bounty kill situation (i.e. not in an open PK area, etc).
* Every time the target of a bounty kills a bounty hunter that has registered against them, they will gain a point of notoriety with the city that filed the bounty.
* Notoriety increases the bounty value of that target by 5,000 gold per point.
- If the security ministry does not have enough funds to cover the new bounty value, the bounty is automatically expired.
* This also affects the minimum bounty value a target can have going forward. So if I have 3 notoriety with Enorian, the minimum bounty value they can set against me is 15k.
* Notoriety decreases at a rate of 1 point per game season.
* Notoriety is not attached to a specific bounty and does not go away if a bounty is rescinded, expires, or is claimed. Only the seasonal decrease gets rid of notoriety.
* Notoriety only applies to city bounties. Esterport bounties remain unchanged.
* Security ministry has a new BOUNTY NOTORIETY command to check who has gained notoriety with their city.

As a result of this change, I've wiped any existing registrations against bounties. So please register again if you intend to go bounty hunting!
