I've added two new treaty terms for use. Do note they only work during a state of war to avoid potential issues arising.

TRIBUTE <gold amount> : (War time only) Offer a tribute of gold
from your coffers. The gold will be taken
from the Ambassador's ministry.

COMMODITY <type> <amount> : (War time only) Offer commodities to be
withdrawn from the quartermaster as a
gift.
