You can now gift artifacts to others again if you already own the artifact.

Additionally, you can now purchase artifact powers onto an orb of power, for the purpose of gifting (or owning one for yourself if you want to?). It is free to transfer a power from an orb of power onto a valid item.

Do note, that artifact powers upon an orb of power won't function until it is transferred to a valid item.
