Vigor Elixir

I have made some adjustments to the vigor elixir so that the health it restores on a critical hit is now based on the base amount of damage you deal, instead of being based upon your maximum health. Under the old logic, it would vastly benefit multihit and (to some degree, there was a cooldown of sorts) fast bashing attacks which already have their own inherent benefits.

The new heal amounts will be roughly equal with how it used to be if you had around 5,000 HP and the short cooldown is now removed so all critical hits will restore some HP. I'll keep an eye to make sure things continue to run smoothly going forward.
