City and guild leaders can once again set a custom novice greeting. Houses and
the Dominion work the same as before in this regard.

City leaders and their Ambassadors can modify the greeting like so:

CITY GREETING <message>
CITY GREETING CLEAR

Guild leaders can do the same using the GUILD verb instead. They may also add
the "greeting" priviledge to positions of their choice.

P.S. Some organizations already have old greetings set, so make sure to look!
