Dominion Stuff

I'm supposed to be moving on from vampires, but geeze. Here are things I forgot.

DOMINION ENEMY <person> <reason> - Bloodrank 3 and lower
DOMINION UNENEMY <person> <reason> - Bloodrank 3 and lower

DOMINION SANCTION [vNum|here] - Rank 2 and lower

Same as cities, but only 2 rooms max. Still 1,000,000 gold.

DOMINION UNSANCTION [vNum|here] - Rank 2 and lower

These last two are controversial. I will add a bit of logic instead of just slapping the changes into reality.

HELP LAWS <house> no longer works. Houses defer to the Dominion, and I do not want to give the impression they can make rules that supercede those of their parent org.

Guilds may outguild members. They may enemy that person that was outguilded. This is an attempt to reproduce that functionality for the Dominion, which until now, was mandatory membership:

DOMINION EXILE <person> <reason> - Primus only
----------------------------------------------
Removes target's sire (Already possible for Primus)
Removes target from their House (already possible for Primus)
Enemies the target to the Dominion (already possible for Primus)
>Immediately< sets the target's generation to 13 (new)
Removes ability to have an NPC Sire (new)

This is the equivalent of outguild, enemy, and removing sanction.

Enemies of the Dominion who are vampires will find they cannot sire, be sired, or do anything a dominion member normally does (dwho, dt, news, etc).

Technically this may be undone by a houseleader by unenemying the target and resiring them. Just like a Secretary can rebel and put someone back in the guild.

DOMINION FORGIVE <person> <reason> - Primus only

Reallows Dominion access
They may now find a Sire.
