The ability to transfer artifact powers was lost during the changes to the BUY command. I've added it back in with a slightly new syntax:

ARTIFACT TRANSFER (power) FROM (old artifact) TO (new artifact)

I've updated HELP ARTIFACT TRANSFERS to reflect the new syntax if you forget.
