I've added two commands for shop policies:

SHOP POLICY <#> EXPLICIT
This marks a policy as explicit, meaning that all memberships covered by the policy must be met to take effect. This means for example, you can require membership of both a city and a guild, rather then simply belonging to one or the other.

SHOP POLICY <#> MILITIA <rank>
This requires you to be of a militia rank or higher for the policy to cover you. Make sure to specify your desired city as an org and mark your policy as explicit if you only wish a certain militia to be covered.
