Reading over HELP SECONDS, you may notice that very vague clause, 'A
higher standard of roleplaying will generally be imposed upon those who
play multiple characters.'

As indicated in the new edited helpfile, we have clarified it to include
the rule that two or more seconds voting within the same election
(regardless of the characters' choices) will be punished.

A higher standard of roleplaying really means that.
