I have made several updates to shops.

First, they have added a little colour to WARES.

Shops will only display 250 items total. If you have more then that in
your shop, they will not show on wares.

The city Chancellor can now PLACE and DESTROY shops. The syntax is in
HELP CHANCELLOR. Creating a new shop will cost the city 250,000 gold.
Cities can only have 20 shops.

!!! Enorian pay close attention to this part. You currently have more
then the 20 shop limit. If you destroy a shop you will not be able to
rebuild it somewhere else unless you are under 20 shops. In other words
you cannot add anymore shops and you cannot move them around until you
are under 20 shops. !!!

Shop owners may add and remove locks to the doors in your shop with SHOP
ADD LOCK <dir> and SHOP REMOVE LOCK <dir>. Adding a lock costs 1000
gold.

Shop owners may fashion a key to work on a lock in your shop with SHOP
LOCKWORK <key> <dir>. You can get a blank key from any locksmith with
1000 gold and the REQUEST KEY command. Keys purchased in this manner
will be loyal to you.
