To avoid confusion and most importantly, further abuse of our PK
guidelines, I'm going to clarify our policy regarding bounties and
claims of.

If you place a bounty, you are responsible for having a PK motive, as
with any other death. If the person who claims the bounty is issued and
can not provide the motive, the administration will approach the person
who placed the bounty and applicable punishments for not having a motive
will be given out.
