We have started a new system that will eventually affect city patronage.
The Divine Advisory of a city is the set of Gods who have a substantial
following within a city. You can see each city's Advisory on that city's
help file.

The Advisory will have no real power; in fact the Divine Patron will
still have all the normal powers that come along with that. However, the
Advisory will be able to listen in on the city channel, so you should be
aware of that.

In the future, you'll see more about the Advisory's function, but for
now you should think of them as advisors who have some influence within
the city.
