Seems there was a bit of scheduling mishap, so the Duel has been cancelled. There will be a tournament hosted by the Templars instead during the aforementioned festival, so if you're keen for bloodshed check out Public post 6427 and sign up! The times are roughly the same.

I prefer to let player initiated events to take the stand, so we'll host the Duel another time.
