Some changes to libraries:

- LIBRARY PUBLIC/PRIVATE to make a library private (or not) to the
organization to which it belongs.
- Private libraries cost three times as much in upkeep as public ones.
- LIBRARY COPY now costs 500 gold, instead of 250. However, the extra
250 will go towards the upkeep costs of the library.
- Libraries will now close when they are owed four times the yearly
upcost.
- LIBRARY CATALOG <category> will list books only in that category.
- LIBRARY UPKEEP can now be done by any generous benefactor, and not
just librarians.
