Thanks to the first two Houses of the Undead, Bahir'an and Nebre'seir,
for helping Me sort out the various bugs with House. We also managed to
get a few improvements in there:

- Clans can now be pledged to Houses.

- The referendum privilege has been split into two privileges:
REFERENDUMS_VOTE and REFERENDUMS_ALL.

- And I must apologize to you hypochondriacs out there, but CUREALL, an
ability that Gods can use on you and that gets used on you when you do
things like leave the arena, will no longer 'cure' you of the
'affliction' of being a House member.
