To make it easier for city and guild leaders to keep track of credits
earmarked for their organizations, cities and guilds now have accounts
for credits. The city leader/guildmaster alone has access to this
account. In addition, bonus credits from citizen/member purchases will
now be deposited directly into this account.

The command to deposit credits into a city or guild account is:
DEPOSIT <amount> GOLD/CREDITS <city/guild>
while in a bank. Note that this is also the new syntax for depositing
gold into bank accounts.

City/guild leaders may access their organizations' credit accounts with:
CITY/GUILD CREDITS TRANSFER <amount> TO <person> <reason>. To check the
balance of the org credit account, just: CITY/GUILD CREDITS.
