Magic Potence

After some review, we have decided to change how the magic_potence
artifact plays within the combat of Aetolia. In the context of other
damage boosting artifacts, such as knuckles, magic_potence would boost
all sources of damage that came from a magical source. When you compared
them and saw that magic_potence would touch upon a lot more abilities,
you'd begin to see a fairly powerful lead in effectiveness - most
importantly, magic_potence would translate over to AoE abilities and
"finishers".
We have decided to change how magic_potence works, by making it only
apply to abilities that can be used simultaneously as a bashing ability.
The current list is as follows:
* Necromancy: Decay
* Elemancy: Beam, Staffcast, Arcblaze
* Sciomancy: Lash, Staffcast, Stormhammer
* Illumination: Lightning
* Groves: Discharge
Over the following weeks, we intend to restabilize those classes and
abilities that have suffered a change in balance due to this change. If
you feel something has been overlooked, let one of our liaisons know and
we'll do our best to address your concerns.
Following this is some initial changes that we can make due to the
switch.
Kaido

- Kai Choke has had its damage increased slightly.
Conjuration/Enchantment
========================
- Those pulled to the ground by a Whirlwind/Geyser will now incur a 1
second balance loss.
Crystalism
========================
- Reallowed vibrations to be embeded at foci locations.
* This is on a trial basis, depending on how things go.
* Cataclysm will continue to be disallowed in foci locations.
- Added a notification to VIBES for when a vibration is inactive
due to the owner not being in the room.
Elemancy
========================
- Holocaust can fall from the sky once more.
Groves
========================
- Grove Lightning has been sped up to 5 seconds of equilibrium, down
from 6.
Sciomancy
========================
- Singularity can fall from the sky once more.
- Fixed a bug causing Lash to scale against players based on Elemancy
rank instead of Sciomancy rank.
Miscellaneous
========================
- Some back end changes have been done with monolith and root sigil
detection, please submit a BUG if you notice anything strange.
