The Minister of Research and his/her aides now have access to a couple
of new commands:

- CITY RESEARCH FORM CRYSTAL

This will turn raw ylem into a solid crystal. Each crystal requires 250
ylem to make, and each person can only create five per month.

- CITY RESEARCH ABSORB CRYSTAL

This will absorb a ylem crystal into your pylon, granting your city 200
ylem.

In addition to this, anyone with a ylem crystal can SHATTER it to create
several shards of crystallized ylem. These shards will decay very fast,
but up to 100 can be stored in your cache.

The shards will be used in the future for a variety of things, but at
the moment only a certain city who has just recently unlocked a certain
special something (ooh, secretive!) will find a use for it.
