Two quick changes:

1) The Wheel of Fates cooldown will now reset at the Howling for
everyone.

2) I am introducing a new rank in the Artisanal and Bardic contests for
next month, 'Participation'. Anyone who doesn't place in the top three
for their contest will be awarded a participation prize of 15 credits.
You will gain no rank points in the Artisanal and Bardic fellowship for
a Participation placement.
