We have decided to remove the troop conscription bonus due to multiple
warring cities as the intention behind the mechanic was not staying true
to its use. As such it has been removed until a suitable replacement is
made.

The troop deaths and gains after the declaration on Spinesreach have been
reverted, including the war on Spinesreach itself.
