Here is the first of September's liaisons. As usual, I have prefixed
each changelog entry with the report number that brought it about.


Chivalry
--------
- (856) Rage has a 5 second cooldown on usage.

Crystalism
----------
- (804) Vibes will now tune when you die instead of disappearing.
- (804) Embed's equilibrium cost has been reduced from 4.00 seconds
to 2.00 seconds neutral.
- (804) Dampen's balance cost has been reduced from 4.00 seconds to
2.00 seconds neutral.

Earth
-----
- (857) Earthenmaw's balance loss has been set at a flat 6.0 seconds.
- (857) Earthenmaw will only hit three random enemies instead of all
enemies.
- (857) Earthenmaw can only be used in underground or desert rooms.
- (857) Impale will now use balance. It's neutral time is 4.70 seconds.
- (857) In addition to this, Impale's speed is capped at 4.20 seconds.

Hematurgy
---------
- (669) Shadowblow will now deal 5% of the target's max health. This
damage is unreducable.

Hypnosis
--------
- (867) The proc chance on Void has been lowered to 25% from 33%.

Kaido
-----
- (861) Being Kai Crippled will give you a three second immunity to
vivisect.
- (861) Being Kai Enfeebled will give you a five second immunity to
incinerate, annihilate and absolve.

Lycanthropy
-----------
- (867) Berserk no longer gives a 30% balance reduction bonus.
- (867) Berserk no longer gives 10% resistance to damage.
- (856) Rage has a 5 second cooldown on usage.
- (855) Hardening's limb damage reduction has been lowered to 25% from
50%.

Numerology
----------
- (804) Deflect's speed against vibes has been reduced from 4.50 seconds
to 3.00 seconds. The speed against rites remains 4.50 seconds.

Spirituality
------------
- (853) Fortify and Power can be used when your angel is faded.

Tattoos
-------
- (838) Superscribe has been changed. Instead of letting you ink a
second tattoo on each slot, it will add an extra 33% uses to
any tattoos you ink (This stacks with the artifact).
- (838) You will now gain extra tattoo slots across several skill ranks
in tattoos, totaling up to the same amount of slots you got with
the previous Superscribe.

Woodlore
--------
- (854) Butterfly will no longer passively transfix. It shall, instead,
give amnesia.
- (854) You can now ORDER BUTTERFLY TRANSFIX <target>. This will act
like a normal transfix attack in that it will strip
blindness if they have it.
