Balance code changes

I've just loaded up a major change that completely redefines how
balances (general balance, equilibrium, curing) are handled internally
by the game.
Previously, all balance times were in 0.25 second intervals. Now,
they're a lot more exact, allowing us to give balance times down to the
1/100th of a second.
Ideally, this shouldn't affect a lot. However, nothing always goes
according to plan. A lot of skills would that would have been previously
rounded to the nearest 0.25 second will no longer be so. As such, some
abilities may become slower or faster. We will be monitoring this with
the liaisons to make sure nothing has become unbalanced.
It's worth noting that the weapon speed stat has had its worth increased
by this change.
