Shrine System

- Deconstruct now resets properly.
- Deconstruct can now be performed daily, rather than monthly.
- Deaths to player owned mobiles can now be offered by the owner.
- You can no longer offer at a dormant shrine.

War System
------------------
- The troop speed bonus during daytime has been changed.
* Enorian and Duiran now gain a 0.5 second bonus during the day.
* Bloodloch and Spinesreach now gain a 0.5 second bonus during
the night.

Spirituality
------------------
- Smite damage against mobiles has been lowered.
- Smite_bonus, leech, and blunt_power now affect smite damage.

Necromancy
------------------
- Bonedagger damage against mobiles has been increased.
- Decay damage against mobiles has been increased.
